Lawyers or Judges only. My daughter is 16 and she signed a parenting paper with her boyfriend. Is that legal?

Why can't you ask a lawyer directly?
What's a parenting paper? I guess it doesn't really matter, your daughter is under 18, is a minor, and can't enter into a legal contract.
You need to tell us the state you and your child are in. Each state has their own laws; I am sure you realize that.
Depends on what you mean by legal.

I doubt she committed a crime so it is not illegal.

However, if she is 16 than she is too young to enter into a contract so whatever she signed is void.
She is a minor child and cannot enter into any contract.
